To lead in the exploration, development, production, distribution and utilization of energy resources for sustained economic development.

PNOC, a TOTAL ENERGY COMPANY, is mandated:

To engage in the exploration, development, production, distribution, transportation and utilization of conventional energy sources such as oil, natural gas, coal and geothermal and alternative energy sources such as solar, wind, tidal, hydro, biomass and other renewable energy systems;
To venture into power/electricity generation;
To spearhead the development of new and renewable energy systems (NRES) in order to provide electricity in off-grid areas;
To provide and maintain an adequate and stable supply of oil and petroleum products and to engage in the transportation, storage, importation, exportation, refining, supply, sale and distribution of crude oil, refined petroleum and petroleum based products;
To promote the development of clean technologies through the use of natural gas in the transportation sector;
To establish, develop, operate and manage the petrochemical industrial zone and petrochemical-related industries;
To develop, operate and manage the real estate properties acquired in the pursuit of its mandate;
To foster conditions conducive to (a) balanced and sustainable growth of the economy; (b) energy conservation and efficient use of energy; and (c) ensuring compliance with environmental standards.
