OBJECTIVE

As a steward of government funds, the department aims to manage the company’s financial resources prudently and profitably and to recommend sound policies and strategies to management with the end view of spurring the company’s growth and ensuring its healthy financial condition.

MAJOR FUNCTIONS

Financial Policy and Strategy Formulation
Recommend policies and strategies pertaining to investment and financing/payment issues with long-term implications on the over-all risk, profitability/savings and growth of the company
Financial Management & Control Function
Ensure that the operational and day-to-day decisions are consistent with the chosen over-all direction.


FUNCTIONS OF THE DIVISIONS



  1. REVENUE GENERATION DIVISION


    • Monitors and identifies possible sources of short-term and long-term funds
    • Ensures the efficient and profitable management of the company’s liquid assets
    • Ensures availability of adequate cash balances for day-to-day operating needs and long-term projects
    • Provides informational and analytical support to management to maximize returns on marketable securities*


    • short term placement = 91 days
    • medium term placement = 182 days
    • long term placement = 364 days and over


    • Evaluates the financial aspect of investment proposals and submits recommendation thereon
    • Ensures that long-term projects are implemented according to planned investment
    • outlays and yield forecasted cash returns (in coordination with Project Management Department)


  2. REVENUE MANAGEMENT DIVISION


    • Ensures efficient servicing of long term obligations
    • Recommends strategies to minimize foreign exchange loss and risk on interest rate
    • fluctuations on long term and foreign currency denominated loans
    • Conducts researches/studies on the financial market aimed at providing relevant analysis/information affecting loan management
    • Responsible for the cashiering function
    • Negotiates and recommends the most advantageous Bills Purchase Line (BPL) for the company.
