Secretary Sharon S. Garin is a Certified Public Accountant with a strong background in public service, legislation, and energy policy.
Alternate Chairman of the Board
Undersecretary Sales, an experienced petroleum explorationist specializing in operations geology and petroleum basin evaluation, leads key bureaus at the Department of Energy. He oversees the Resources Development Bureau (ERDB), Oil Industry Management Bureau (OIMB), and provides advisory roles on offshore wind and geothermal energy matters. His leadership includes spearheading basin evaluations across the Philippines and Southeast Asia.
Prior to joining the Department of Energy, Undersecretary Sales served as Vice President for oil and gas exploration at Philodrill Corporation until 2022. With 19 years as a consultant at Filipinas Energy Inc., he also contributed his expertise to COMEXCO Ventures, Inc., TD Exploration Pte. Ltd., and other industry entities.
Undersecretary Sales graduated from the University of the Philippines with a Bachelor of Science in Geology in 1980 and passed the geology board examination the following year.

Ma. Cristina Sheila Cabaraban assumes a crucial role in PNOC, bringing a distinguished background from the private sector. Prior to her appointment, she made valuable contributions to power project development encompassing renewable energies, emerging technologies, and conventional energy sources.
Ms. Cabaraban finished her Bachelor’s Degree in Electrical Engineering from Xavier University-Ateneo de Cagayan. She also served as the President of the Institute of Integrated Electrical Engineers of the Philippines. She earned recognition as a NUFFIC Fellow from Maastricht School of Management and is currently pursuing her Doctorate in Engineering Management.

Ma. Jasmine S. Oporto earned her Juris Doctor degree from the University of the Philippines College of Law. She is a member of the Philippine Bar and the New York State Bar. She holds a Masters Certification in Compliance and Risk Management from Australia Compliance Institute and a Certification in Comparative International and American Law from the Center for American and International Law/Southwestern Legal Foundation in Dallas, Texas, U.S.A.
She is an experienced Chief Legal Officer, Chief Compliance Officer, and Corporate Secretary and has worked in said capacity with publicly listed companies like Aboitiz Equity Ventures, Inc. and Aboitiz Power Corporation, among others.
At present, she sits as an incumbent member of Cebu Landmasters, Inc.’s (“CLI”) Board Finance and Investments Committee since 2024. She also served as a member of CLI’s Board Audit Committee from July 2018 to June 2025.
She was appointed as a Director of the Philippine National Oil Company in June 2024. Aside from PNOC, she is also an Independent Director of Cebu Landmasters, Inc. where she sits as Chairman of the Board Corporate Governance and Board Risk Management Committees.
She is also active in volunteer works. She is a fellow at Institute for Solidarity in Asia and a Teaching Fellow at Institute of Corporate Directors (ICD) Philippines. She is also a member of NextGen Organization of Women Corporate Directors of the Philippines and Women’s Corporate Directors (WCD), an international organization of women directors of publicly listed companies.

Mr. Joel R. Caminade previously served as a Director of the Land Bank of the Philippines Leasing and Finance and Corporation. He was also a former Assistant Governor and a former President of the Rotary Club of Tacloban. Currently, he is a member of the Board of Regents of Visayas State University, a Director of the Philippine Filipino-Chinese Volunteer Fire Brigade, Inc and also a member of the Board of Trustees of the government’s APO Production Unit Inc.
His financial acumen is essential for guiding PNOC’s strategic initiatives. His insights and expertise help ensure informed, effective decisions that support the organization’s sustainable growth and success in the energy sector.

Director Nonong brings over 34 years of extensive experience in infrastructure development within the Philippine Government and an international development organization. His expertise spans infrastructure planning, policy formulation, project management, public-private partnerships (PPP), procurement, climate change initiatives, and local infrastructure development.
Previously, he served as Head Executive Assistant to the NEDA Secretary in 1998 and Director of the Project Monitoring Staff in 2001. In 2005, he assumed the role of Assistant Secretary at the DOE before transitioning to the World Bank, where he spent 14 years focusing on transport and energy infrastructure.
He holds a Bachelor of Science degree in Civil Engineering from the University of the Philippines Diliman and a Master’s degree in Engineering (Transportation) from the University of California Berkeley. He placed second in the Civil Engineering licensure exam and holds career executive service (CES) eligibility.

Gonzalo O. Go Jr. earned his degree in Management from De La Salle University-Manila.
With his appointment to the PNOC Board, he brings with him his financial acumen and expertise from his exposure to diverse businesses. His background in construction through his companies, Yobgoo Builders, Inc. and Yobgoo Sales, Inc., will help PNOC in its transformation from being a purely holding company to also an operating company.
He is also an affiliate member of the Federation of Filipino-Chinese Chambers of Commerce and Industry where he actively involves himself in the economic, civic, social and cultural life of the nation.

Robert N. Patrimonio’s professional career has been extensive in the Philippine public sector, primarily within the Philippine Coast Guard (PCG). His recent and notable positions include serving as the Commander of the Maritime Security Law Enforcement Command from January 2024 to May 2025, and previously as the Commander of the Marine Environmental Protection Command from March 2022 to January 2024.
He has also held key staff and command roles, such Commander, Coast Guard Weapons, Communications, Electronics and Information System Command; Commander, Coast Guard Logistics Command and as Deputy Chief of CG Staff for
Comptrollership (CG-6). He also served as the first Maritime Attaché for the Philippine Permanent Representation to the International Maritime Organization (IMO) in London, UK, from April 2013 to September 2015. He identifies his key fields of competencies as Digitalization and IT, Governance, Sustainability, Maritime Safety and Security, and Marine Environment Protection.
He possesses a strong academic background having earned his Bachelor of Science degree from the prestigious Philippine Military Academy in 1991. His advanced education includes a Masters in Public Administration from Mindanao State University, Iligan Institute of Technology in 2000, and a Masters of Science in Maritime Affairs from the World Maritime University in Malmö, Sweden in 2005. He also recently completed a Doctor in Public Safety and Security Governance degree at the Public Safety College, Quezon City.

Patrick Leo T. Chua’s professional narrative is characterized by significant, long-term leadership in the corporate sector, primarily focusing on business and cargo services. A graduate of Chiang Kai Shek College with a BSBA in Marketing Management, his work history demonstrates a strong commitment to executive roles.
Currently, he holds the title of President for two distinct organizations: he has led APLC Cargo Services Inc., since July 2019 and APCMVIC Inc. since January 2022. His long tenure as president also includes his role as President of Asia Panpacific Company Inc., which he held from November 2010 until December 2024.
Beyond his corporate presidencies, he also gained experience in a government-related institution, having served as a Confidential Advisor at SSS East Ave from 2021 to 2024.
He is also highly engaged, serving as the President of the Emperor Eagle Elite Club NCR 20 since 2023 and President of OGT Fire Volunteer (Ongpin Gandara Tetuan) 2025. He is also a long-standing member of the Rotary Club of Bagumbayan since 2008, and a member of both the Guererro Brotherhood and Lodge Perla del Oriente Masons).

Atty. Gemiliano Abelardo L. Del Rosario’s professional expertise is concentrated in the intersections of real estate project development, corporate management, and legal counseling. His experience is primarily rooted in the private sector, particularly within the construction and property development industries.
His current and most comprehensive role is with a construction and real estate company, where he has been serving since 2022 as Manager, Corporate Secretary, and Legal Counsel. This multi-faceted position allows him to apply both his management and legal skills directly to the company’s operations and governance. He previously worked as a Real Estate Consultant from 2017 to 2018.
He was deeply involved in property development with one of the country’s leading real estate developers. He spent several years with the company’s Project and Strategic Management Group, starting as a Project Development Associate from 2009 to 2011, and subsequently rising to Project Development Associate Manager from 2012 to 2014.
He established a strong academic foundation, earning a Bachelor of Arts, Major in Management Economics, from Ateneo de Manila University in 2008. He later advanced his credentials by obtaining a Juris Doctor degree from the San Beda College Alabang School of Law in 2022 and passed the bar examinations the following year.

Atty. Neil L. Nabuab has extensive knowledge and experience in corporate housekeeping, litigation, international and local commercial arbitration, toll and energy, financial technology, international and local money laundering cases, among others.
