
TAGUIG CITY, Metro Manila – The Philippine National Oil Company (PNOC) and the Municipal Government of Rosario, Cavite signed a Memorandum of Agreement (MOA) and Special Power of Attorney (SPA) on December 17, 2025. This marks a significant milestone in the implementation of the Socialized Housing Project (SHP) of PNOC’s former subsidiary, PNOC Development and Management Corporation (PDMC).
From PDMC directly collecting amortizations from more or less 2,358 beneficiaries of the Project, Rosario interceded on behalf of its constituents by advancing amortization payments to PDMC for the properties subject of the Project and assuming collection duties from its constituent-beneficiaries in 2010. 15 years thereafter and with the properties fully paid, PNOC and Rosario moves to the final phase of the project with the latter committing to complete its remaining obligations and taking charge of title distribution to fully-paid beneficiaries.

Highlighting the significance of the collaboration, Mayor Jose Voltaire V. Ricafrente noted that the agreement creates a life-changing path forward by finally resolving long-standing land tenure issues through PNOC’s support. “Nagawan ng paraan through PNOC. Napakaganda at napakalaking bagay po nito. Nakita ko po ang support niyo at talagang kami’y tumatanaw ng utang na loob,” he added.
Under the MOA, Rosario LGU is mandated to complete the subdivision survey of the remaining PDMC properties under the 2010 Contract to Sell and submit a monthly report on the transactions under the SPA. The SPA on the other hand authorizes the Rosario to award the remaining unsold lots to qualified beneficiaries; execute the Bilihang Lubusan ng Lupa contracts and turn over individual Transfer Certificates of Title.
PNOC President and CEO Ma. Cristina Sheila C. Cabaraban highlighted the initiative’s social impact, saying, “Fulfilling this commitment to our fellow Filipinos is a key milestone of my term and a clear reminder that our work continues. It underscores PNOC’s sustained commitment to serve and deliver positive impact.”

The ceremonial signing was also attended by members of the municipal council, including Coun. Christopher Go; Coun. Manuel Pueblo; Coun. Raul Hernandez; Coun. Michael Del Rosario; and Coun. Arelle Convento.
With the signing of these documents, the turnover of documents is set for 2026 with the view to deliver economic and social benefits to the Rosario community.
