
TAGUIG CITY, Metro Manila – The PNOC reaffirmed its commitment to transparent and efficient public service by hosting a comprehensive training session on the Modernized Philippine Government Electronic Procurement System (mPhilGEPS) held on December 3, 2025. The activity featured key experts from the Procurement Service – Department of Budget and Management (PS-DBM) and aimed to equip personnel with the tools necessary to navigate the digital shift mandated by the New Government Procurement Act (Republic Act No. 12009).
In her opening remarks, Ms. Ma. Rowena C. Raymundo, Senior Vice President of Energy Investments, emphasized that the training is a vital step in strengthening PNOC’s procurement system to uphold the principles of transparency, efficiency, and accountability. She underscored the strategic value of the shift, stating: “For PNOC, embracing these systems is not only a regulatory requirement but a strategic move toward enhanced integrity and professionalism in public service”.
The training featured a panel of resource speakers from the PS-DBM who provided specialized insights into the new procurement landscape. Ms. Samantha Grace E. Moscoso, Director IV, discussed the value of centralized procurement; noting its role in reducing workload and increasing savings. She also detailed the function of Regional and LGU Depots as local hubs for streamlined procurement.

Meanwhile, Atty. Genmarie S. Entredicho-Caong, Executive Director V, shared the salient features of RA No. 12009, highlighting the state’s policy to achieve “value for money” and the mandatory procurement of common-use supplies from PS-DBM.
Further technical sessions were led by Ms. May Ann F. Chan, who provided a comprehensive walkthrough of the Virtual Store and the Certificate of Non-Availability of Stocks (CNAS) Portal, and Mr. Omar O. Bernal, who detailed the eMarketPlace, explaining its benefits such as reduced procurement timelines and its pilot items like motor vehicles and airline tickets.
Finally, Ms. Mary Jane Dacumos discussed the eBidding Facility, highlighting how it increases competition and reduces costs while demonstrating the significant functional updates in mPhilGEPS compared to previous versions.
The training serves as part of PNOC’s commitment to upholding the government’s guiding principles of transparency, competitiveness, and professionalism in public service. By proactively implementing these upgraded systems, PNOC ensures that its procurement processes—from planning to contract management—remain seamless, efficient, and fully aligned with the government’s ongoing digitalization initiatives.
