TAGUIG CITY, Metro Manila—Selected PNOC units convened for a Strategic Performance Management System (SPMS) training on October 8, 2025, to refresh their knowledge on planning, measuring, and improving performance at every level of the organization.
Civil Service Commission (CSC) Makati-DBP Field Office Director Cesar R. Garduque led discussions with members of PNOC’s Performance Management Team (PMT), Corporate Planning, and Personnel Services divisions, as well as representatives from the Employees’ Association. Throughout the session, Garduque guided participants in understanding the principles and practical applications of SPMS, emphasizing its role as a cornerstone for accountability and organizational development.

Participants gained a better understanding of how a strategic performance management system aligns individual and divisional efforts with PNOC’s strategic objectives. They revisited the SPMS framework, its key features, and explored how success indicators and performance matrices connect across all levels of the Company. The session further defined the collaborative roles of the PMT, Management, and HR and Planning Officers in sustaining a performance-oriented culture.
Additionally, Garduque explained the complete SPMS cycle, covering performance planning and commitment, monitoring and coaching, review and evaluation, and performance rewarding and development planning.

As the Company prepares for the upcoming Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level 2 reassessment, the training underscored the importance of a proactive and functional PMT in meeting the standards set by the CSC.
PRIME-HRM is a CSC-led initiative that assesses and improves the HRM competencies and practices of all government entities, including local government units, state colleges and universities, and government-owned and controlled corporations.
The training, spearheaded by PNOC’s Personnel Services Division, is part of the company’s ongoing efforts to strengthen its HR systems and foster a culture of continuous improvement and excellence in pursuit of its strategic goals.
