PNOC

TAGUIG CITY, Metro Manila – PNOC is set to institutionalize gender equality across its organization with the finalization and endorsement of its 2026-2031 Gender and Development (GAD) Agenda by the Philippine Commission on Women (PCW). The six-year framework is designed to foster a workplace and consequently an energy sector that value fairness and the contributions of all genders through inclusive programs and policies.

The agenda was developed through a two-part workshop series held in May and June 2025, led by the PNOC GAD Focal Point System (GFPS) Technical Working Group. Participants from all PNOC units, including offsite offices in Bataan and Batangas, engaged in discussions to ensure the agenda reflects the company’s priorities and the diverse perspectives of its workforce. Inputs from the GFPS Executive Committee also helped refine and finalize an agenda that is aligned with both organizational objectives and national gender and development goals. 

The PNOC GAD Agenda envisions the company not only as a key player in the Philippine energy sector but also as a leader in promoting inclusivity and sustainable development. Focusing on three main goals, the agenda aims to strengthen PNOC’s internal gender-responsiveness by integrating and monitoring GAD perspectives across all parts of the organization. 

It also seeks to ensure that the company’s initiatives are responsive, so that planning, implementation, and outcomes reflect the needs, contributions, and participation of all genders. 

Lastly, it intends to expand access, participation, and benefits beyond the company by providing  equitable opportunities for communities, partners, and other external groups.

Over the next six years, PNOC aims to implement initiatives that strengthen gender equality and employee empowerment. These include capacity-building programs on gender concepts, the promotion of gender-fair recruitment, performance management, and rewards systems, as well as initiatives that enhance employee well-being through support for family and parenthood, entrepreneurial development, physical and mental health, and inclusive workplace facilities.

With the endorsement of the PCW, PNOC’s GAD Agenda ensures that its planning and budgeting are strategically aligned with the organization’s priorities, focusing on building GAD capacities, enhancing planning and monitoring mechanisms, and developing gender-responsive policies, programs, and services.

Additionally, PNOC’s GAD Agenda ensures the company meets its legal obligations under Republic Act No. 9710, also known as the  Magna Carta of Women, and other related laws. Supported by a dedicated resource of at least 5% of the company’s total budget, the agenda will integrate gender perspectives into its operations for the benefit of  employees, communities, and stakeholders.
