
INDONESIA—PNOC officials engaged in an immersive learning experience at one of Southeast Asia’s largest liquefied natural gas (LNG) facilities, the Badak LNG Terminal in Bontang City, East Kalimantan. The mission, held from May 19 to 23, 2025, was intended to strengthen the company’s technical and commercial capabilities in LNG business.
PNOC President and CEO Oliver B. Butalid, along with Directors Joel R. Caminade and Maria Jasmine S. Oporto, Business Research and Development Department Officer-in-Charge (OIC) Alma B. Taganas, and OIC, Project Development Officer V Richard Miguel D. Allauigan, Jr. participated in the study mission. Hosted by Indonesia’s state-owned company PT Pertamina, the engagement featured a site visit of the Badak LNG facilities, including large-scale LNG and LPG storage tanks, diverse power generation systems, and a truck filling station.
This initiative supports PNOC’s efforts to venture into the small-scale LNG (ssLNG) market, particularly as a government distributor in the Visayas, Mindanao, and Palawan. Through this planned ssLNG program, PNOC aims to deliver cleaner and more sustainable solutions to off-grid communities.

The delegation also visited the Badak LNG Learning Center, an education and training center established to develop a highly skilled workforce for the LNG industry, offering a wide range of topics of training in the area of LNG and oil and gas industry.
Badak LNG also operates the LNG Academy, an education program in collaboration with Politeknik Negeri Jakarta.This Academy integrates academic instruction with practical training in the LNG industry, taught by Badak LNG’s experts in the field. It currently offers a Diploma III program in Mechanical Engineering with a focus on Energy Conversion Engineering, allowing individuals to specialize in fields such as Gas Processing Technology, Mechanical and Rotating Equipment Maintenance, and Electrical and Instrumentation Maintenance.
The visit offered PNOC firsthand insights into how Indonesia’s training model effectively builds local technical capacity. This learning experience is expected to guide the company’s future strategies in workforce development.
PNOC also engaged in a business dialogue with PT Pertamina during the week-long mission to explore potential LNG supply arrangements in support of its ssLNG program. The discussions covered PNOC’s ongoing preparations, which included key steps being undertaken to operationalize the initiative.
In response, PT Pertamina expressed support for further collaboration. PNOC noted that internal processes are underway to support the next phases of engagement.
