PASIG CITY, Metro Manila—PNOC and the Metropolitan Manila Development Authority (MMDA) formalized a strategic partnership on June 30, 2025, through a Memorandum of Understanding (MOU) to develop solar photovoltaic (PV) systems on MMDA properties.

PNOC President and CEO Oliver B. Butalid and MMDA Chairman Atty. Romando S. Artes, CPA led the signing ceremony, which signals the start of renewable energy initiatives at two MMDA sites. These are the installation of a ground-mounted solar PV system in Carmona, Cavite, and a rooftop solar PV system at the MMDA Annex Building in Pasig City.

“This marks an important milestone in our journey to create a greener, more sustainable, and energy-efficient metropolis, in line with the directive of President Marcos Jr. These projects not only represent our shared vision for cleaner energy but also strengthen MMDA’s ongoing green building initiatives,” said Chairman Artes.

He noted that the Carmona project will power facilities at a former landfill now being transformed into a center for training, disaster response, and environmental sustainability. Meanwhile, the Pasig site complements MMDA’s push for a  Building for Ecologically Responsive Design Excellence (BERDE)-certified infrastructure, with the Annex Building targeting a BERDE three-star rating.

The collaboration is part of PNOC’s Rooftop Solar Photovoltaic (PV) System for Government Buildings (RGB), which supports energy efficiency in the public sector through sustainable solutions. PNOC will lead feasibility studies, conduct site assessments, and assign technical staff to work closely with MMDA throughout the project cycle.

Both agencies committed to coordinating on scoping activities, feasibility studies, and other preparatory efforts, as well as sharing technical information and resources necessary to bring the projects to completion.

According to PNOC President and CEO Oliver B. Butalid, this initiative aligns with the company’s broader mandate. “While we continue to be a catalyst for energy infrastructure, we have made it a core mission to promote energy efficiency, particularly for government agencies.”

He emphasized that many public offices lack the capital for energy-saving upgrades. “Our solution is an Energy-as-a-Service (EaaS) model. We will frontload all capital costs, manage maintenance, and guarantee replacement for up to 15 years,” PCEO Butalid said.

MMDA now joins other agencies, including the National Irrigation Administration, Technical Education and Skills Development Authority, and various provincial water districts, in supporting PNOC’s mission to build a more energy-efficient and sustainable public sector.
