
TAGUIG CITY, Philippines – The Philippine National Oil Company (PNOC) and the Sustainable Energy Association of Singapore (SEAS) signed a Memorandum of Understanding (MOU) on June 8, 2026, to explore capacity-building initiatives and strengthen collaboration in the energy sector.
Signed by PNOC President and CEO Franz Josef George E. Alvarez and SEAS Executive Director Kavita Gandhi, the MOU covers knowledge-sharing activities such as seminars, workshops, and business-matching sessions. The partnership aims to facilitate the exchange of expertise and explore opportunities for collaboration in renewable energy, energy efficiency, carbon trading, financing, and project development.

In her opening remarks, PNOC Senior Vice President for Energy Business, Atty. Graciela M. Barleta, emphasized the significance of the partnership as the company advances key energy initiatives, including the Strategic Fuel Reserve Program, Asset Optimization Program, and De-Risk-to-Equity Projects.
“PNOC is fully committed to advancing the Philippines’ energy transition goals. However, achieving true sustainability requires strategic alliances that transcend borders,” said Atty. Barleta. She described SEAS as an ideal partner, bringing together private-sector innovation, market intelligence, and technological expertise that can help accelerate the country’s transition to a more sustainable energy future.

The MOU signing formed part of SEAS’ business mission to the Philippines. SEAS is a Singapore-based non-profit organization with a broad network of partner companies across Southeast Asia. It represents the interests of the private energy sector by providing a platform for collaboration, partnership development, capacity building, technology enhancement, and market intelligence to support sustainable growth.
SEAS Executive Director Kavita Gandhi expressed her appreciation to PNOC for opening opportunities for collaboration. She highlighted SEAS’ extensive experience and expertise in energy transition and conveyed the association’s willingness to share its knowledge and best practices to support the Philippines’ sustainable energy development efforts.

The signing ceremony was attended by representatives of SEAS and its member companies, as well as PNOC officials, including Senior Vice President for Energy Investments Ma. Rowena C. Raymundo; Senior Vice President for Finance and Administrative Services Atty. Josephine Cassandra J. Cui; Strategy Management Office Manager Alma B. Taganas; Business Research and Development Department Manager Atty. Efren A. Legaspi; and Project Development Officer V Raimund Daniel N. Reyes.
Through this MOU, PNOC signals its intention to build capacity and pursue avenues for collaboration towards realizing the country’s energy transition targets.
