TAGUIG CITY, Metro Manila–PNOC hosted the October session of the Research Xchange for the ASEAN Council on Petroleum (ASCOPE) to share the country’s efforts in accelerating renewable energy development through the Department of Energy’s (DOE) Green Energy Auction Program (GEAP). The virtual event, held on October 15, 2025, gathered energy representatives from across Southeast Asia to learn about the Philippines’ approach to expanding clean and affordable power generation.

Opening the session, Adimas H.M. Salleh of the Petroleum Authority of Brunei Darussalam and representative from the ASCOPE Policy, Research, and Capacity Building (PRCB) Task Force, thanked PNOC for organizing the event and emphasized how regional cooperation and the exchange of practices can support the region’s transition toward sustainable energy.

The GEAP is one of the Department of Energy initiatives for renewable energy development which aims to encourage private sector investment through transparent and competitive bidding for power supply contracts. This system ensures that electricity from renewable sources is sold at fair and stable prices to benefit consumers and support the country’s energy goals.

The discussion on the GEAP was led by the DOE Renewable Energy Management Bureau, headed by Director IV Marissa P. Cerezo and Director III Ruby B. De Guzman. During the session, Lisa V. Pangilinan of the Bureau’s National Renewable Energy Board Technical Services Management Division presented the progress of the GEAP since its launch in 2021. She reported that around 12,000 megawatts of renewable energy projects have already been awarded through the program’s first three auction rounds, mostly from ground-mounted solar installations. The ongoing GEA-4 continues to draw investor interest, while upcoming auctions will focus on offshore wind and waste-to-energy projects.

Pangilinan explained that these efforts are part of the country’s goal to increase the share of renewable energy in its power mix to 35% by 2030 and up to 50% by 2040. The program also promotes energy storage systems, such as batteries, that help ensure a steady power supply.

ASCOPE serves as a platform for fostering cooperation among the ASEAN national oil companies, including Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Singapore, Thailand, and Vietnam. PNOC is the Philippines’ official representative in this cooperation.

Within the Council, the PRCB Task Force, which leads Research Xchange sessions, helps strengthen relationships among member countries by sharing ideas, coordinating policies, and building skills in the energy industry.
