
TAGUIG CITY, Metro Manila—PNOC has signed a Memorandum of Agreement (MOA) with Simlong Energy Development Corporation (SEDC), a subsidiary of AbaCore Capital Holdings, Inc., to explore the development of an onshore wind energy project in Batangas.
The cooperation covers a 142-hectare property in Batangas City identified as a potential site for wind power generation. PNOC will lead a 15-month assessment that includes wind measurements, geo-spatial mapping, forecasting, and techno-economic analysis to determine the project’s viability.
The MOA was signed on September 15, 2025 at the PNOC Corporate Center by PNOC President and CEO Ma. Cristina Sheila Cabaraban, SEDC Chairman Antonio Gregorio, and SEDC President Engr. Arturo V. Magtibay.
PCEO Cabaraban emphasized the collaborative nature of the project. “PNOC is committed to bringing technical expertise to the table, and we are excited to explore the potential of the project. On behalf of the entire PNOC group, we thank SEDC for this opportunity, and we look forward to the work ahead together,” she said.

Highlighting the strategic importance of the partnership, Chairman Gregorio said the MOA creates a “bankable path forward” by combining PNOC’s technical rigor with SEDC’s property contribution. “There is understandable excitement about potential scale, but final capacity will follow science. That is the discipline embodied in the MOA. Measure first, then build,” he noted.
Chairman Gregorio also emphasized how the partnership aligns with AbaCore’s strategy to responsibly activate its land bank for projects that matter to the country. He highlighted the benefits, including cleaner power for consumers, job creation during construction, strengthened local businesses, and long-term value for shareholders and government stakeholders. He stressed, “We will be clear about our approach to sustainability. We will build responsibly, work closely with our communities, and follow Philippine laws, and establish best practices at every step.”
In line with its mandate to pursue energy projects that advance energy security, affordability, and sustainability, PNOC will use the study’s results to guide future investment decisions and explore opportunities for renewable energy development in cooperation with the private sector.
