PNOC

In compliance with the International Maritime Organization’s initiatives to strengthen maritime and port security, the International Ship and Port Facility Security (ISPS) Code, and the National Security Program for Sea Transport and Maritime Infrastructure (NSPSTMI), the Park Management Department of the Philippine National Oil Company (PNOC), as the Port Facility Operator of the PNOC Industrial Park (PIP), successfully convened the Port Facility Security Advisory Committee (PFSAC) Meeting on 24 June 2026 at the PNOC Industrial Park, Barangay Batangas Dos, Mariveles, Bataan.

The meeting was chaired by Engr. Carlito B. Pena, Department Manager of the Park Management Department and Chairman of the PFSAC. Also in attendance from PNOC were Engr. Raymond Fampula, designated Port Facility Security Officer (PFSO); Engr. Lailanie Angela Ngojo, Supervisor, Environment and Technical Management Division; Engr. Domingo Inlong, Supervisor, Construction, Facilities, and Equipment

Management Division; Engr. Nelson Santiago, Deputy Port Facility Security Officer

(Deputy PFSO); and Engr. Arvyniel Ruiz, Senior Safety Specialist and Deputy Port Facility Security Officer (Deputy PFSO).

Representatives from the PNOC Industrial Park locators, namely Philippine Resins Industries Inc., Petron Corp., and NPC Alliance Corp., attended the meeting as the principal users of the PNOC Port Facility. Likewise, representatives from key government stakeholders were present, including the Bureau of Fire Protection (BFP) – Mariveles Fire Station, Maritime Police, Barangay Lamao LGU, and Barangay Batangas Dos LGU, demonstrating their continued support and commitment to collaborative port security and emergency preparedness.

The meeting commenced with the introduction of the current PNOC Park Management leadership and the members of the Port Facility Security Advisory Committee. A presentation was subsequently delivered providing an overview of the PNOC Port Facility, including its operations, existing safety and security programs, emergency preparedness initiatives, and the security measures implemented to ensure compliance with national and international maritime security requirements.

During the meeting, the roles and functions of the Port Facility Security Advisory Committee were discussed. It was emphasized that, pursuant to the International Maritime Organization’s maritime security framework, the ISPS Code, and the NSPSTMI, the PFSAC serves as an advisory body to the Port Facility Operator on matters relating to port facility security, security risk management, inter-agency coordination, and the implementation and continual improvement of port facility security measures. The committee likewise provides a venue for collaboration among the port operator, port users, and concerned government agencies in addressing security concerns and enhancing the overall security posture of the port facility.

The meeting also served as an opportunity for the participating agencies and stakeholders to strengthen coordination, exchange relevant security information, and reaffirm their commitment to maintaining a safe, secure, and resilient port environment through continuous cooperation and effective implementation of maritime security measures.

In accordance with the committee’s mandate, it was agreed that the PFSAC Meeting shall be conducted at least twice annually. The next regular meeting is tentatively scheduled for November 2026 to review security developments, assess the implementation of security measures, discuss emerging concerns, and further enhance coordination among all stakeholders.
