The Philippine National Oil Company (PNOC) has received reports of circulating email using the company’s name and enjoining companies to participate in the Vendor Registration and Partnership Program.

We wish to inform the public that Mr. Joshua J. Emmanuel, who claims to be PNOC General Manager, is not connected to PNOC and that our Procurement Management Division doesn’t have Vendor Registration and Partnership Program. Our procurement process is strictly based on the implementation rules and regulation of the RA 12009 or the New Government Procurement Law.

We strongly urge the public to remain vigilant and exercise caution, and remind all suppliers and vendors to transact only through PNOC’s official channels.
